Minutes of the Meeting 5th November 2018
Present: R. Winter (chairman) A. Schofield, P. Drury, A. Inglis , M Burton & B. Hancock

1944 The meeting was opened by the Chairman who welcomed the members of the public.
1945 M/s Chapman and Rainsthorpe were invited to speak on the subject of the Church not being suitable for elections, they put forward the reasons and discussed with the Council their reasons for moving the polling station to Osgodby, it was felt there would be opposition to this and a suggestion was made that Little Owls with the permission of Mr & Mrs Burton would be a viable alternative, it was left that Mr & Mrs Burton would discuss the matter and if in agreement would give M/s Chapman a proposed fee for the day.
1946 Public Participation: Mr Cade reported he wished to stand down from mowing next year but would like to carry on with the planting, it was agreed the clerk would place an advert in the notice board for a replacement. Mr Cade was thanked for the many years of keeping the Village and the Church Yard tidy.
1947 Minutes of the meeting held on the 5th November were approved and signed by the chairman.
1948 Matters Arising
The Chairman had asked Mr. Birch to attend to overgrown hedges on the path up to the Church. The Clerk would also ask the footpaths officer if they could clear the path.
No 1 Light on Church Lane was still not fixed the clerk would again report it.
1949 Finance Payments made.
J. Cade - Mowing & plants £1 91.32
Hansard Haulage – Mower Fuel 45.91
M Wilkinson – Clerks wages 250.00
£ 487.23
Payments Approved.
1950 Precept As there are elections due in May 2019 it was decided that the precept would stay at £2,000.00 for the forthcoming year but an estimate for election fees would be £2,100 would have to be applied for.
1951 Planning Application received to extend Chestnut View – no objections Chairman reported a vested interest and did not take part in the discussions.
Change of application from 3 to 2 dwellings and demolition of agricultural outbuildings, Land off Thornton Road
1952 Matters not on the agenda.
Cllr Schofield reported an increase in dog fouling on the Church Footpath
Cllr. Winter asked the clerk to request signs to warn people that there are deer crossing between the bends and Thornton House.
The Clerk was asked to report the car on the verge outside Thornton Houses as being abandoned.
Cllr. Burton reported the Community Fund stands at £993.86
Also the sum of £600 plus a donation of £10.00 was raised at the Harvest Supper and was split between Thornton and North Owersby Churches.
The Meeting closed at 8.45pm
